Well this guy was transporting petroleum. I think this is because the tires are freaking gigantic and send rocks flying from the road.

I posted about that here about a year ago. The general consensus was that these signs are bullshit. It's sort of like saying, "I'm not responsible if I kill somebody." Thing is, there's no way to prove that the rock that broke your windshield actually came from the truck you were following. So yes, I believe they ARE responsible, but there's just no way you could prove it in court.
